Understanding the EPA e-Manifest System: A Guide to RCRA Hazardous Waste Tracking and Compliance

The video explains the EPA's e-Manifest system, a national electronic platform launched in 2018 for tracking hazardous waste shipments under RCRA. It outlines the system’s benefits over paper manifests—cost savings, faster issue notification, unified reporting, and better compliance monitoring—and describes the legal authority granted by the Hazardous Waste Electronic Manifest Establishment Act to set regulations, collect user fees, and require electronic signatures. All facilities that receive manifested waste must register for e-Manifest, and as of 2025 large and small quantity generators need accounts to access signed manifests, submit post‑receipt corrections, and file exception reports. Transporters, brokers, and state inspectors also need accounts to create, sign, and view manifests. In 2023 the EPA introduced electronic signatures and system‑to‑system communication to reduce on‑site signing requirements. Manifest data become publicly available 90 days after receipt via the RCRA Public Site, and every state must adopt and enforce the e‑Manifest rules. The EPA must conduct annual audits, collect user fees to cover system costs, and report to Congress.
