Bill Gallagher argues that confidence is a skill you build through practice, not something you're born with. It grows when you use it and fades when you don't.

I've heard lots of people say I'm just not a very confident person. They have this opinion about themselves, that their confidence is something that they were either blessed with or denied at birth, that it's a genetic disposition that you can't do too much about. I'd like to throw that belief out the window and substitute the truth is that confidence is a quality, a skill, if you will, that either builds up with practice or it erodes with neglect.
