A Navy representative presents the Navy SBIR/STTR program, highlighting how Navy topics align with acquisition needs, built-in commercialization/transition support, faster contracting and streamlined proposals. Key program features mentioned include a 10-page proposal limit, Phase I base award of $140,000 (plus $100,000 option), accelerated initial payment terms, Phase II awards up to $1.8M with 18–24 month periods, and strong Phase III (transition) performance (FY22 > $1B). The speaker directs listeners to navysbir.com and QR-code resources for topics, templates, and eligibility.

Hello. Thank you for joining the Navy today. I'd like to talk to you a little bit about why we hope you want to be a partner with us. We have an exceptional SBIR program in the Navy. I'm going to walk through some of the key differentiators, talk you through the nominal path for an SBIR company, and once again finish up encouraging you to be a partner with the Navy. With that, the first slide you see will be the Navy differentiators. What makes us different than our sister services and other agencies out there involved in the SBIR program? Almost invariably our topics will be tied to acquisition needs, be those in current programs of record, future programs of record maintenance, sustainment. Navy needs we've already baked in commercialization transition into our program. We've already asked ourselves the question, what happens if it works? So we have an idea where it's going to go. We also have ideas where other places it might actually fit. Our proposal link is only 10 pages, 50% less than the normal. Okay. We do a faster ordering process because we have a dedicated contracting organization supporting the program. Base is $140,000 with the option of another 100,000. We work it to where your first payment is so much faster, 50% of it. After day 15, phase two can go up to $1.8 million. Is 18 to 24 months for a period of performance. And I like to talk to you about Navy SBIR STTR programs because we believe in we don't get a transition unless you are successful. We want you to help grow and be able to deliver at scale. Our programs start at phase one, predominantly at phase two. They're on our website, navysbr.com Please check up on STPSBR SDR transition program. Our Navy SEC SBIR experimentation cell. We have Navy Launch, where if you have dual use, we're gonna help you figure out whether or not BC funding is the way for you to go. So we believe in helping you succeed because when you succeed, we all succeed. The other thing I'd like to take you to is we like to call it the delivery innovation to the warfighter. It's the path for SBIR SDR in the Navy. Exceedingly difficult. But I want to take you to the right side of the chart. FY22, we exceeded over $1 billion in phase three. Somebody in the Navy using non SBR funds to purchase your technology solutions. That's pretty special. This backup, how did we get there? In a program of approximately $500 million, we do it with our phase one, where we develop those topics from our naval research enterprise. We get those proposals, we evaluate them, we make our selection at phase one. You give us that proof of feasibility, we determine whether or not we like that technical approach to solving the problem. Hopefully you get that phase two, and that phase two is building that first prototype to showing us that the art of the possible is here and now. Okay? And that's why we like swinging for the fence to get that home run with small US Firms supporting the Navy SBIR STTR program. This slide has QRC codes. You scan them on your phone, it's going to take you to those websites to help you determine your eligibility, show you the research topics consistent with your passion, what you like to do research on, it help you. We've got templates that go along with the broad agency announcements, our solicitations, so you can understand how you're going to participate. Make those proposal submissions, and like I said, the templates, which are always helpful. Please don't wait till the 11th hour to put your proposal together. We want you to come work with us. We try to make it as simple as possible, as easy as possible. We look forward to working with you.
