As Stephen mentioned, we expect that those countries that treat us very poorly, where they have documented behavior over many years of whether it's high tariff levels or extreme trade barriers or taxes or other kind of charges that discriminate against our companies or burden our companies, they are naturally going to have higher rates, because to achieve the kind of reciprocity we need, you have to have a higher rate.
