Jayson Lowe explains who shouldn't use infinite banking: people unwilling to learn new concepts, and those planning to take policy loans without repaying them. The second group is essentially stealing.

Who should avoid using the process of becoming your own banker. That would be the individual who has arrived in knowledge. You may have encountered someone in your lifetime who already knows everything there is to know. They've lost the ability to receive new information, to learn something new. They've arrived in knowledge. That person should not implement the process of becoming your own banker. I think in addition to that, someone who has the intention of accessing policy loans with no intention of repaying them. That's a polite description of theft. And so if you are investigating this process and your objective is to access policy loans and never repay them, I would wholeheartedly encourage you to not implement this process because you're setting yourself up for disaster.
