This is a YouTube video titled "Wagon Wheel Chickshaw" (created 2023-12-24) containing a short single-speaker commentary. The speaker describes a neighbor's modification—using old-fashioned wooden wagon wheels on a chickshaw as a lower-cost alternative to Northern Tool wheel sets (around $200), noting the wheels are still high enough for chickens to get under and scratch. The clip appears to be an informal demonstration/commentary about a chicken coop/wagon-wheel hack.

Look at there. Did you notice something different about that chickshaw? My friend and neighbor has put old-fashioned to new-fashioned wooden wagon wheels on the chickshaw. Check it out. Say you can't afford the Northern Tool, which can be $200 for a pair set of wheels. Why not put a wagon wheel? Definitely still high enough so chickens can get under it. You can see they can get under there and scratch. I like it.
