It contains a monologue discussing the metaphorical application of 'rules of the river' to small business, emphasizing self-reliance and personal responsibility for survival and success.

You ever heard of the rules of the river? The rules of the river? The rules of a river, whatever the hell it's called, apply to business as well. When you fall out of the boat. What are the rules of the river? You are responsible for your own survival. You're responsible for your own safety. You're responsible for your own recovery. How does that apply to small business? Nobody's coming for you. Nobody's here to save you. Nobody is looking out for your interest like you are. You are responsible for your own survival.
