What's the difference between communication and negotiation? Communication is a broader thing where you have an idea and you're trying to convey that idea to someone else, whether it's one person or 10,000. And you want them to understand your idea, remember it, possibly act on it, and you want to get ideas from them. It's a two way street. Negotiation is a very specific subset of that. That's when each party is trying to get something, some specific outcome, and you have to communicate with each other verbally, non verbally, sometimes written proposals to get to the point where each side is. So you do need strong communication skills to be a great negotiator.
