The excerpt is a product demonstration/review of a very high-power induction stove: the presenter compares it to a normal induction stove, claims it can boil 10 cups in ~1.5 minutes and a liter in under 40 seconds, says they put about 10,000 watts into the pan, and demonstrates rapid bubbling and boiling (jokingly mentions a "Ludicrous Boil" name).

It takes a normal induction stove 10 minutes to boil 10 cups of water. We can do that in a minute and a half. We also like to say like a liter in under 40 seconds. So this is a liter of cold water I just put in there, and I'm gonna put 10,000 watts into the pan. Oh, boil. You didn't wanna do Ludicrous Boil? We can change the naming later. Basically, as soon as you turn this thing on, the bubbles start appearing and it's boiling before you actually can do the next step in your cooking journey.
