Ep 01: How Fake Insurance Agents Are Scamming Families Out of Millions
1 Jul 2025 · 37 min
Episode 01 (July 2025) of the podcast "Fraud Facts and Life Insurance with Agent Verified" (hosts Betsy K. Barr and Javon) examines real insurance fraud cases where agents/brokers stole client premiums and used fake documents to conceal the theft. Major cases covered: Daniel M. Rosenbaum (Kenilworth, IL) collected over $1 million in annuity premiums from at least 18 clients for policies never purchased, created fake annuity documents, and also committed PPP and unemployment fraud (received >$53,000 from PPP filings and $65,000 from state unemployment fraud); Rosenbaum pleaded guilty to federal wire fraud. Christopher Ramos (Santa Rosa, CA) stole over $100,000 from consumers between 2014–2016, created fraudulent certificates of insurance, was sentenced to four years in prison, had his license suspended/revoked (2019) and was ordered to pay restitution of over $100,000. Seneca Birchmore (Cincinnati) was arrested June 2 (year not specified in the transcript) on federal charges for defrauding dozens of victims, fraudulently obtaining two PPP loans, writing unwanted policies to collect commissions, losing his license in 2019, and stealing other agents' identities. The hosts emphasize consumer protections: never pay agents directly (pay carriers), verify agents via agentverified.com (license/NPN checks, reviews), call carriers to confirm policy numbers and payment receipts, and consider living benefits/mortgage-protection features. Episode mixes case law summaries, practical verification steps, personal client stories, and promotional CTAs for agentverified.com and partner programs.

Is brought to you by agentverified.com Daniel M. Rosenbaum owned and operated Alexander and Rosenbaum Financial Group, LLC, an insurance agency in Kenilworth, Illinois. Beginning in 2016, Rosenbaum collected more than 1 million in annuity premiums from at least 18 clients, including friends and family members, for policies that he never purchased. Rosenbaum instead used the money for his own benefit, including spousal and child support payments, credit card payments, vehicle and other loan payments, and purchases at a jewelry store. Rosenbaum attempted to conceal the fraud by creating fake annuity documents and providing them to his clients. Some of the phony documents contained the logos of legitimate insurance companies that Rosenbaum had cut and pasted into the documents. In addition to the annuity fraud scheme, Rosenbaum also engaged in fraud related to the federal paycheck protection program, which was created by the CARES act to cover lost revenue due to economic disruptions from the COVID 19 pandemic. Rosenbaum filed three fraudulent PPP loan applications in his name and unbeknownst to them, the names of two close family members for which he was paid over $53,000. Rosenbaum also fraudulently obtained $65,000 from the state of Illinois by filing two fraudulent applications for unemployment insurance benefits in his name and, unbeknownst to her, the name of a close family member. Rosenbaum pleaded guilty last year to a federal wire fraud charge.
The moral of the story is, you should always make sure that your life insurance agent is verified on agent verified.com if you need a life insurance agent, choose from thousands of agents and brokers by visiting ww.agentverified.com agent verified, licensed, insured, verified.
Betsy, this is so much to unpack. Take it from the top. Take it to the top. Like we got.
I don't even know where to start. Okay.
My mind is blown.
Okay, okay, let's take it from the top.
Over a million dollars and never from friends and family.
Okay, okay, let's.
Let's. This is brought to you by agentverified.com.
Daniel M. Rosenbaum owned and operated Alexander and Rosenbaum Financial Group, llc, an insurance agency in Kenilworth, Illinois.
Okay, can we just pause here? He had a partner.
I think that was just the name of the. The.
Well, was it Alexander and Rosenbaum?
Oh, Lord. So. Well, he took the fall because it said he was guilty, so that's true.
Oh, but can you imagine being that guy's partner and then trying to, like, come back from that? No, I promise that wasn't me.
Right.
That would be awful.
Beginning in 2016, Rosenbaum collected more than 1 million in annuity premiums from at least 18 clients, including friends and family members.
Including friends, friends and family members. Like, how low?
What kind of a person would do that?
How low? Friends and family. Like, you just met someone at your kid's birthday party, talk to them about how great this annuity is. Which are great, by the way, guys. But then you, like, did you see Betsy? He never purchased the policy.
He never. A million dollars.
Over. A million over.
Oh, my word. Oh, I mean, like, that's crazy. Like, that is so much. That's so many a new. Oh, my. That's so much. Over a million dollars and never purchased.
Like, what?
Why? Like, I mean, I guess we.
We know why.
That's why we're here. We know. Yeah.
For policies that he never purchased, Rosenbaum instead used the money for his own benefit. Spousal and child support payments, credit card payments, vehicle and Other loan payments and purchases. At a jewelry store.
At a jewelry store. That's probably why he has spousal and child support, because he was at the.
But the crazy part is, what part of this do you think you're going to get away with? Like, that's. Wow.
Well, and obviously they started tracking it, like, tracking where this money went, because they know where it went. It went for all of this. Support the child support the credit card payments, vehicle jewelry. Oh, my goodness. Like, just. He's just out there spitting like, I'm happy, I'm happy. Meanwhile, he's like, all these other people think their. Their retirement secure. Golly, that's just. That's terrible. That's just terrible.
Rosenbaum attempted to conceal the fraud by creating fake annuity documents and providing them to his clients.
Okay, so we can definitely talk about this. And this is one of the biggest ways that you can protect yourself when you are getting any kind of life insurance policy. And first of all, so much in the life insurance industry today is online, is electronic. So you've got your online portal, you've got all the documents being sent to you via email directly from the carrier. All of that is a really great way to protect yourself instead of wondering, okay, is this paper directly from my insurance carrier?
I mean, you also, you have online. But guys, you can also pick up the phone, call the carrier, introduce yourself to the customer service, customer support lines, right? Verify policy numbers, verify amounts, especially in this case, how much money was received, wire dates, right? They give you all of that, you know, after you identify yourself and verify who you are. So first thing, this would have been caught. Nipped in his tracks by when those fake documents came picking up. Calling the. Even if your agent, even if I. As trusted as I am, you want to second guess. And guess what, Verify me, call the company and just do a policy check with customer support. I will not be. I wouldn't. First of all, I would never know. Number two, I would not be offended because I'm teaching you how to protect yourself from everyone. Because, Betsy, a million dollars from 18 clients, that was people's livelihoods. People having to work longer because of him. You know, paying child support payments and everything. Like, life is really ruined. How long did they take to save that money for them to blow it?
Now it's gone. And, and now it's gone. Well, and hey, guys, this is actually another really important point, is that if he was the one taking the money, that's a huge red flag. Like, there's absolutely no reason that you should ever Ever, ever give money to your life insurance agent. All of that should go directly to the insurance carrier. Like, we're not back in, you know, the early 1900s where the insurance man walks around and goes and collects checks. Yeah, right. Like, I actually had a guy's friends when I first started. It was an older gentleman, and it was like, on this big, what used to be like a big family farm. And he was like, yeah, I remember we'd be all playing and the insurance man would come around, we'd all have supper together, and he'd collect premium. And I was like, well, you won't.
Be seeing me again.
Like, I'm probably not going to do that, sir. Yeah, I remember that's when I first started and I was petrified to go anywhere, but there we go. Thankfully, now we can do all this over soon.
Right.
But, yeah, that's a huge way that you can protect yourself is because you shouldn't be. There should not be money exchanging hands between you and your agent. It should always be going directly to the insurance carrier.
Yep. Getting routing and account numbers for monthly payments is perfectly fine. That's how the carriers accept it. And you're good. So. All right, what else did he do? Oh, my.
You know, Spence, I don't. I don't think I'd want to be part of his family.
I think it's family. Like, I think that he has a really hot out for his family. Like, that is not the family. That is not the favorite uncle right there.
That's not the favorite uncle. Now, we can't say anything about the ppp. That's not our world jurisdiction, but you know who. That's rough, man. And, well, you know what that does tell us if he's. Because it said he started all this, like, in 2016, and then the PPP was, like, in 2020. So he was running these scams for a long time before someone caught on.
I mean, he's scamming clients, scamming their family and friends, and now scamming the government. So, hey, he's a equal opportunity scammer. So.
Equal opportunity scammer. There you go.
Rosenbaum also fraudulently obtained $65,000 from the state of Illinois by filing two fraudulent applications for unemployment insurance benefits in his name and unbeknownst to her, the name of a close family member. Rosenbaum pleaded guilty last year to a federal wire fraud charge.
The moral of the story, to federal wire fraud. Wow. Oh, my goodness.
That's. That's crazy, guys.
So that's crazy. Well, so that's why there's agent verified.
Yeah, again, segue. That's why there's a, you know, so agent verified. You would have had the opportunity to look at reviews. Right. Is there anyone happy? Right. If he was been in the industry for 10, 15 years, you would have had reviews on his page so that you can have some, you know, trust, especially in that advanced market world. For sure. His license number. Right. You can even take it a step further. Are there any infractions with the, with the state? With that national producer number is something else.
Yeah. Any red flags? Because then if he's filing for unemployment insurance, but he's a million dollars in annuities, like.
Yeah.
So many, so many red flags. So many red flags there.
So hopefully we, we gave you a few tips on what to look out for. Guys always know. You can go to agentverified.com, search for an advisor, or, excuse me, an agent in your state. Look at them up, look at the videos, look at reviews, look at what gives, makes you warm and fuzzy. And they're happily. Because we've already looked at their license, their facial recognition. They've already been all of that. So. All right, let's pay some bills. Betsy bar.
All right, let's do it.
When you're shopping for life insurance, you're trusting someone with your money, your family, and your future. But how do you know your agent is legit? That's where agent verified comes in. We verify insurance agents so you don't have to. Because credentials track records and integrity matters. Don't just pick any agent. Pick one that's agent Verified. Search verified agents now at www.agentverified.com because peace of mind should come standard.
Okay. We are back after paying those bills. All right? And so each week here on the podcast, what we also want to do is share some facts. But we know that, you know, just listing a bunch of facts can kind of be boring. So we're not going to do that because we want it to be boring. So what we want to do Is we want to tell you some stories of families that we got to protect this week and how that helped them. And so we're going to share with you this week about some families that we got to help with living benefits. So what are living benefits? Let's just start with that.
I was able to start the process, not finished yet with this family, but it was pretty cool because they just bought another home and they were like, yeah, that was cool. And they wanted to, they wanted living benefits because they're in their mid-50s and want to leave each other with the bill if either one died with this big $350,000 mortgage.
But the cool part, pretty nice of them.
Yeah, yeah, it was nice, right? And that was the second property. So it's really a half a million dollars worth of, of mortgage debt. But the cool part, Betsy, you love, is that they already had life insurance, right? Yeah, they already had life insurance, but they kept saying, I want mortgage protection because I want it if I get a heart attack, if I develop cancer, bad or stroke. And I was like, well, that's mortgage protection with living benefits. Right? So it's being able to pay. And what that is, guys, is if you develop cancer, have a heart attack, have a stroke, kidney failure, lot of health related things, it actually pays out the policy as if you passed away. Because insurance companies know that people are getting sick a lot quicker before they pass away. And when you're dealing with the mortgage and things like that, your ability to pay the mortgage is now in jeopardy if you're fighting cancer. Right. So that was something that. So we were able to protect the husband, first wife wasn't the biggest concern as of yet. So we have a follow up meeting with that, which. I'm fine. That was a long night. I was a little, I was tired after. I was like, okay, no worries, we could get together. But it was just nice. But the sigh of relief because they never, they had the relief of him being the breadwinner and knowing that if he not just passed away, as if that's that kind of how everybody thinks about it. But if I get sick, right? That was the key. If I get sick, we not have to worry about where the mortgage is coming from. Right. Or it's not going to be tight on either. You know, you're on a hook for two properties.
So that's crazy. Yeah. No, I love that.
How about you?
Well, so this was actually from kind of from what we would call like war market. So from someone that I knew because we had a, we had a, we Had a friend at a church that I know of, close to, and one of the pastors there, a couple of years ago, had a stroke, and just all of a sudden, like, it was over. You know, he wasn't. You know, the church did all that they could, but unfortunately, he wasn't able to come back to work because he couldn't speak. I mean, like. And he was in his late 40s. Totally changed their whole family's life. And so there's been a couple of friends that I know, and, you know, they keep mentioning that. They always talk about, hey, how he's doing, how their family's struggling. Man, it totally changed their whole family's life. You know, the wife had stayed home, stayed home with the kids. Now all of a sudden, the wife's having to go back to work trying to help the husband with rehab. Do they have enough for rehab? I mean, it just. It was a dis. It was awful, you know, it was awful. And so I'm talking to this friend, you know, and they're telling me, you know, what they're seeing with their former pastor and, you know, just so heartbroken. And, you know, so I've always said, like, hey, what if this happened to you? You know, what if this was your family? And no one wants to think about that, right? But it's like, that's what we have to do. We have to ask those questions, because I know what's possible. I know what. What could have been possible, right? So finally, you know, so I've just kind of always just said, like, hey, if that's ever something you want to get protected, let me know. We can set that up real quick. Finally, this week, they were like, you know, Betsy, we've just watched them struggle and struggle, and it just keeps getting worse. And I don't want this. We can't have this for each other. So both the husband and wife, we got a policy with living benefits so that if there was a stroke, if there was cancer, heart attack, terminal illness, now they don't have to worry about, okay, how's the income going to keep coming in? How are we going to keep paying the house? Are the kids gonna have to move? School districts? Cause now our house is foreclosed on and we gotta move into some random apartment.
And while fighting for your life, while.
Fighting to stay alive, while fighting to literally stay alive, come back from the worst thing ever. I mean, and that it just. It just reminded me again, like, man, the financial security that we can bring to families. And just, like, the sigh of relief, the Relief on their face was awesome. Like, that's why we do what we do, you know, so that you don't have to worry.
And you mentioned, you mentioned something like, imagine if the pastor that got the stroke, you know, would have had a policy. Like, I know you said the church did everything they could do, but, you know, 100 bucks, maybe even less, could have, you know, helped save this church to put those funds to something else. So it's just.
For sure. For sure. I love that you mentioned that. It's not like these types of policies are like 600, $700 a is less than $100 a month.
Yeah. And it's just people don't know about it. Like, that's the thing. They don't know about it. Like, that was the thing with my client. Like, she just called it mortgage protection. But when I broke down, her saying mortgage protection was just talking about paying the mortgage if she died. When I hear mortgage protection, I think of paying the mortgage if you get sick, have a heart attack, cancer, stroke, kidney, like, all the living benefits all at one time. So.
Because, you know, you know, Spence, the bank just wants their money.
Yeah, banks just want a payment.
They just want that payment. They don't care where that payment comes from. They don't care if it comes from a bank account that you funded with your working at your job 9 to 5 or if a life insurance company put in your living benefits and you're paying it through there.
Yep and yep, 100%. So good job, Betsy Barr.
Good job, Spence. High five.
There we go. If you would have helped somebody protect the family, so. All right, that's what we love to do.

Like, we need to jump him or something. That's just crazy. His family at his family reunion. All we would need to do, you imagine? No, he won't even make it to the family reunion anymore. You go to prison and now you can't even go to the family reunion.
Oh, gosh. That poor guy. That poor guy. All right, let's. Let's hop on and see this next one.
This is brought to you by agent.
Verified.Com Christopher Ramos of Santa Rosa was sentenced today to four years in prison after an investigation by the California department of insurance found he stole over $100,000 from consumers and left them uninsured. Ramos was convicted of multiple felony counts of grand theft, theft of fiduciary funds, and additional enhancements for theft over $100,000. Ramos was also sentenced to five years of mandatory supervision and ordered to pay over $100,000 in restitution to his victims. Ramos worked as an insurance broker from 1999 until 2015 under the business names C Solutions Insurance Brokerage, LLC and CDR Insurance Agency, LLC. The department's investigation found between 2014 and 2016, Ramos collected money from his victims that was intended to be premiums to pay their respective insurance carriers. But Ramos failed to remit the money to the insurance carrier and kept it for his personal use. Ramos also created fraudulent certificates of insurance so his victims would be unaware that policies were not placed with. With insurance carriers. His actions resulted in the victims policies being canceled, which they did not discover until the investigation began. Ramos's insurance license was suspended and eventually revoked. In 2019, the Sonoma county district attorney's office prosecuted this case.
The moral of the story is you should always make sure that your life insurance agent is verified on agent verified.com if you need a life insurance agent, choose from thousands of agents and brokers by visiting ww.agentverified.com agent verified. Licensed, insured verified.
Betsy, this is so this is taking it. It sounds more on the property and casualty side of the house where. But the first thing I love about this fraud case is that his behind went to jail.
That was the very beginning. He went to jail. It was. It was to jail. But okay, let's. Let's start from the beginning then we'll. We'll see what we got here.
This is brought to you by agent.
Verified.Com Christopher Ramos of Santa Rosa was sentenced today to four years in prison after an investigation by the California department of Insurance found he stole over $100,000 from consumers and left them uninsured. Ramos was convicted of multiple felony counts of granted grand.
Okay, that's what also hit me. This is a felony. Yeah, it's a felony. Felony.
Yeah.
So like you're like, oh, is this fraud? Is this like. No, it's a felony. What these people Are doing. Like this is not just, oh, oh, this insurance agent was a little shady. Like, no, guys, these, this is a felony. They are defrauding people.
Going to jail with the copy of.
Fiduciary funds and additional enhancements for theft over 100,000 doll. Ramos was also sentenced to five years of mandatory supervision and ordered to pay over $100,000 in restitution to his victims. Ramos worked as an insurance broker from 1999 until 2015 under the business names C Solutions Insurance Brokerage LLC and CDR Insurance Agency LLC. The department's investigation found between 2414 and 2016, Ramos collected money from his victims that was intended to be premiums to pay the respective insurance.
Okay, so here we have it again.
Another case.
Who's collecting the money?
The agent.
Yep, the agent. The agent.
And even in property and casualty, like even in property Casualty, you know, granted, I, I'm one, you know, we're on the life insurance side. But as soon as I, you know, pay progressive on the contract, they sent their own email, their own portal. Like they, they show receipts.
I have it on my phone.
Yeah, it comes out. Yeah, you know, it comes out the account. It says progress. Like that's crazy work. But again, I'm sure those commercial units, man, that's just sad, man, they, that's crazy. I'm glad again, I'm glad he went to jail and then he comes out of jail and got five more years of years those fees and got to pay the money back. So good.
Well, and he can't ever get a license again.
Yep.
Thank goodness. But he never should have in the first place. Oh, that's awful.
Carriers. But Ramos failed to remit the money to the insurance carrier and kept it for his personal use. Ramos also created fraudulent certificates of insurance so his victims would be unaware that policies were not placed with insurance carriers. His actions resulted in the victim's policies being canceled, which they did not discover until the investigation began.
Okay, I just want to emphasize again what Javon had said earlier is if you call your carrier, they'll tell you all about your policy because it's your policy, right? Like your agent is there as your, as your broker, as they should be there helping support you. Right? I mean, I have my clients that I help. I help them service their policies. You know, I've been in the industry now six years. I'm still helping some of my clients from that very first year, helping them service their policies and all that. But you know, a lot of times we'll get on a three way call with the carrier, you know, just so that there's that complete and open transparency. So, you know, if someone's ever, like, saying, oh, no, you never need to do that.
I'll do it for you. That's a red flag.
I mean, like, I will do it for you because that's part of, like, what we should be doing. But I'm not doing it because I'm trying to defraud. So it's like, just always make. Always know that that's an option. You should have all the access in the world to your policy. It's your money, 100%.
Ramos's insurance license was suspended and eventually revoked in 2019. The Sonoma County District Attorney's office prosecuted this case.
The moral of the story is you should always, always use agent verified. Yes. Always, always go to agent verified. It's there. It's there for you. You can go and check your agent that they're. That they. You can see their reviews. You can see how long they've been in business. You can just check out all. You can see their license number, their NPN number, all that stuff. You want to be able to access that and make sure that no one that you're working with has any kind of red flags around them.
Yeah.
Nope. You don't need that.

Did you add any exciting folks to the bar? Bar Agency? Because we're. We're loaded up over here. I'm just gonna.
Oh, you are? Okay, well, tell me first.
All right.
What's happening over at the Spencer Agency, huh? What's happening over there now?
I'm pretty excited. We had right around seven agents go from either passing their exams or seven agents passing their exams or getting already being licensed.
So that is amazing.
So that was, like, huge. Seeing folks that just two, three weeks ago, they're like, I don't know if I can take the exam. It seems hard. And coming out, I passed. I see the text and I'm like, of course you passed. Of course you passed. Now we got to help. Now, now. Now you pass. Get your license number, go get verified, and then let's go and protect some families. So it's pretty exciting.
That is exciting. Well, for those of you I know, this is our first episode on the podcast. So Javon and I, we work together for a lot of marketing and, you know, just kind of sharing information about life insurance. But we both own our own life insurance agencies as well. And so, you know, we got a little competition going on, you know, just a little bit.
A little bit.
But, yeah. So Javon. Javon's agency is out in South Carolina. I'm out in the middle of the Pacific Ocean in Hawaii. That's where I live.
But our agents are all across the country.
Oh, yeah. So we. I've got agents in Maine. I got agents all the way to California. I've got some here in Hawaii. My goal. I really want to get someone in Alaska. That's. That's what I'm hoping for next.
I mean, I'll take you, but one of my agents came from Alaska. He loves it, you know, from Arkansas. And we're all remote, so we never leave the house, and we can protect families all from the phone, and they love it. So this is why we're so passionate about making sure you guys know how to check the red flags, because we help a lot of families over the phone, and we have to go through the same process to make sure that they know, because the best, you know, the worst thing in the world is talking to a client that feels that they were scammed, like, to be that truthful agent after the agent has already been, you know. Yeah. Took an advantage of, you know.
Yes. So it's like, you want. We just. We want people to know, like, what is the right way? What is the right way that your agent should be approaching you? You know, what are the things that your agent can be doing to show you and to prove that they are credible, that they are verified, that they are who they say they are, that they're not defrauding you. They're truly there to. And so, of course, that's what we, you know, we're doing. And then we're training our agents to do the same, you know, and so to do that, you know, we got to be available. So I actually have a little iPad on my desk right beside me here. And so we have a workroom in our agency. And so I'm always there, you know, so I can see my agents. They can, you know, send me messages and I can be like, hey, I'll. I'll be right there, you know, or we've got people answering questions all the time, you know, working together. So I think that's what's. That's. What's so awesome is even though I'm in Hawaii, I've got other people all over the country. We can all be working together. We're. We're working. Not by ourselves, but we're working. Yeah. Just working collectively. The. The Internet is a. Is a pretty awesome thing.
Pretty cool thing.
And so anyways, yeah, that's what. That's what we've been doing this week. We've got. We got five new agents that joined and we got a couple that started writing their first policies. That's always a big deal, getting them started. So got some fun training. I have some amazing staff. You know, Spence, we couldn't do it without our staff, otherwise we would literally go crazy. But, yeah, so we've got an awesome onboarding manager that helped him get through all of the signing up contracting, going through the training, and getting to where. All right, it's time to write that first application. Help protect that first family. Yeah. So loved seeing them get to talk to families and put those living benefits in place. You know, they're always saying, how do I what? One agent asked me this week. She was like, wait, does it cost extra for the living benefits? And it was awesome. It was awesome. I was like, trying to message, no, no, it's not. And everyone else in our group just messaged, no, no, it's not extra. It's included. That's the great part about what we offer.
Yep.
Like, yay.
Love it. Love it. All right, Betsy, I think we have one more fraud case and we do.
But we're not going to play the whole thing.
