God's ultimate desire is for His people to pursue holiness without compromise. The speaker contrasts divine will, which leads toward sanctification, with human fleshly desires that constantly seek opportunities for compromise and sinful cravings.
God desires holiness, no compromise, that we get as far away from that line of compromise as possible. And the flesh, or your desires, want you to get as close to the line as possible, looking for opportunities to fulfill its cravings. God's will will always lead to sanctification, whereas your desires will always look for those areas of compromise.
