God speaks constantly, but most people miss it because they're waiting for thunder and booming voices instead of listening for quiet whispers. Jesus said his sheep hear his voice. The problem isn't that God is silent, it's that you're not paying attention.
This is perhaps the most important sign to look for. It is the reason why so many believers will go years without hearing the voice of the Holy Spirit, even though he's constantly speaking to them. So many believers are standing by waiting for that big dramatic sign that God is speaking to them. They're standing by waiting for the heavens to split, the voice to boom, God doesn't speak always with thunder. Sometimes he speaks in a gentle whisper. Not always a whirlwind. Sometimes just a breath. And if we're not careful, we will miss that. In John 10:27, Jesus says, my sheep hear my voice. It's not that God isn't speaking. It's that we aren't paying attention.
