She argues that negotiating a cap on the surcharge, even a modest one, is essential to restore predictability to cash flow and inventory decisions.

The surcharge changes your carrying cost per unit for the whole peak window, which changes the real cost of holding simple stock, which changes how much buffer inventory is actually rational rather than compulsory. Separately, if the clause is unaccepted, your Q4 cash forecast has an unbounded line in it. You cannot forecast against a number with no ceiling. That alone is worth the negotiation if the cap you get is generous.
