A fisherman has the ability to fish but doesn't. The speaker argues that miracles require action: you must use the knowledge and skills you have, keep learning new ones, and actually apply them. Waiting alone won't work.

But here's the moral of the story. If you're a fisherman and you could fish and you should fish and you don't fish, you have no miracle. That's the thing. You need to put your knowledge and wisdom and your profession into action or accumulate new knowledge and new wisdom and new professions, put that into action. So this is the beauty of the story. If you could change, you should change, you don't change, no miracle.
