In this segment he emphasizes that cloud vendors charge for provisioned storage (not actual usage) and that fixing storage often requires downtime and taking servers offline, which limits the ability to scale storage up/down and to meet high-availability targets (e.g., five or six nines).

And the thing with the cloud is you pay based on the amount of storage that you provision, not for what you have in use. And to make things more challenging, you have to have downtime in order to fix storage. So I can't. I got to take my, my servers down. I got to take them offline. And so if we think about, you know, providing five nines or six nines of service to our, to our customers, whether those be internal, internal customers, or external custom, the option of scaling up and scaling down, your storage is not really there because you only have very limited maintenance windows that you're going to take those servers offline.
