Investor Crackdown, HUD Changes & NARPM Goes Big (w/ Danny Piñeyro)

Danny Piñeyro covers three industry shifts: the White House's proposed ban on large investors owning 100+ single-family homes, with an exemption for heavy renovators; HUD's new Section 8 rules requiring citizenship verification and the SAFE system for all household members; and NARPM's 2026 Broker-Owner Conference in New Orleans, April 27-30.

The White House just released updates to their proposed ban on investors owning rental homes. HUD is trying to tighten up the Section 8 requirements, and we have new details about NARPM's Broker-Owner Conference in New Orleans. Bienvenidos to the Property Manager's News for the week. I am Dani Pinheiro, and let's get to it. So we finally have more details about the White House's proposed ban on large investors buying single-family homes. We now know that the ban applies to anyone with 100 or more homes, so that includes a lot of individual investors, much more so than we originally thought. This isn't great for the perspective of mom-and-pop property owners who are trying to build a portfolio of rental homes. It is also, for some reason, exempt to investors who are heavily renovating homes for the sole purpose of renting them out. That's obviously the loophole. Any investor or even large institutional groups could claim that that's their MO. And how do you define heavily? Most investors renovate homes where they buy them prior to renting them out. So I don't know if this way for them to look good to the public while still allowing this kind of business as usual. HUD just issued a proposed rule which would revise how Section 8 operates. They are trying to tighten up the Section 8 requirements. I'm not really going to comment, so I'm just gonna give you facts. First one, they're going to require citizenship verification for all household members regardless of age. They're going to require the mandatory use of SAFE, which is the Systematic Alien Verification for Entitlements system. Also, they're expanding documentation and consent requirements. So all household members will need to submit this. This is targeted at immigrants, legal and illegal. It's going to become much more difficult for them to apply and for keep housing vouchers. It even may reduce the demand for Section 8 housing. So we'll have to see how this plays out. The National Association of Residential Property Managers, also known as NARPM, just released more details about the biggest and best conference of the year for the property management business owners. It's called NARPM Broker Owner, and it's happening April 27th through about the 30th in New Orleans this year. We have a few more details about the schedule. So registration for the main conference opens at 4:00 PM on Monday. They have a few educational opportunities and a board of directors meeting happening earlier that day. And then the conference proper kicks off on Tuesday the 28th. The highlight though, which I want to make sure everyone's aware of, is that there's a party at the Superdome, which is pretty unbelievable actually. That is happening at 6:30 on Tuesday. So make sure you're in town for that part of the conference because that's going to be unforgettable. Then, as expected, the conference is wrapping up around 3 or 4 PM on Thursday with a pretty special closing keynote that I can't share more about yet, but it's something you're not going to want to miss. Well, that's your news for the week of March 1st, 2026. I'm Dani Pinheiro. Gracias por ver.
