Business owners hire people to do tasks but never tell them what success looks like. Teach your employees the metrics that matter, or hire a manager who can translate tasks into outcomes.

The most common leadership employee problem that I see with the business owners that we work with is they hire a series of task-based people, helpers. They basically duplicate their task list in human form. They manage to the outcome, and then they get frustrated that none of these task-based people can elevate to outcome-based stuff when we never tell them what the outcomes are we want, the metrics that we're tracking, and what success looks like at that next level. It's not fair to the people. You either need to Talk to them and teach them the metrics that matter and how to achieve it, or you just need to hire outcome-based people, have those folks manage your task-based people so you don't have to anymore. But it's not fair to get annoyed at somebody that you hired to do a task who's doing it well, that they now all of a sudden aren't making the leap to managing to a metrics-based outcome just 'cause you decided you want 'em to.
