A short skincare video by Shereene Idriss advising on topical retinoid (retinol/tretinoin) use around the eyes: recommends application to lower eyelids only, warns against using on upper eyelids, suggests buffering with a thick occlusive (e.g., Vaseline) to reduce irritation, and briefly mentions receiving PRP injections under the eyes.

You can use a retinol around your eyes but I'm talking about your lower eyelids only. The last thing you'd want to do is use it up here. You would want to use it here to help thicken that skin. You can also get PRP which is what I got last Friday. I injected myself underneath my eyes. It was kind of like an exorcism if I must say. You know like injecting your own face especially around your eyes with prp. But the is the residual effect of that using a retinol though on the upper eyelids is a no go for me. The other thing is if you are going to venture into this area you must buffer it first meaning use a thick occlusive layer like with Vaseline to minimize the intensity of the retinol so you don't end up burning your eyes off in the process. I mean you just get around your eyes, not like your eyeballs. But you know what I'm trying to say.
