When structuring your team for an SBIR application, you want to make sure you have the right people in place that has the skill sets that complements you as the PI or principal investigator. So for example, if you are the chemist on your team, it doesn't make sense to include 10 other chemists as part of your team as well, especially for a Phase I. And although that seems like common sense, you'd be very surprised of how many applications I've come across that reflects a team in a similar manner. Instead, you want to find other people with different skill sets that that are actually complementary to what you bring to the table as the PI. And in your SBIR application, it's very important to highlight exactly what each person on your team is doing in that role and their responsibilities in your proposal.
