Stacy L Chin advises SBIR grant applicants to match proposal requirements exactly to the solicitation and agency mission. Being close is not enough. Misaligned submissions get rejected and waste your time and money.
Pursuing SBIR opportunities is kind of like dating. If it's not a true match, it's just going to be a waste of time and money. I've seen so many SBIR applicants fall short because they're just completely off target. Founders get so desperate trying to fit what they're trying to do with every eligibility requirement, and then they still get rejected without tightly aligning to the solicitation. Because being close enough to the solicitation is not going to cut it here. Agencies are not looking for a good idea. They're looking for the right idea at the right time for their mission. And if you're not matching that exactly, you're just wasting a submission.
