Project proposal to the Minister
Drive Shift 360 is a three‑stage, 18‑month pilot conceived by HYGEIA Life Strategic Studio (Preventia Group) to embed cognitive‑psychobiological driver‑state awareness into Kerala’s modern road‑safety ecosystem. Stage 1 creates statewide awareness and a field‑testing platform by distributing ~100,000 Driver Wellness Kits, conducting basic physiological and vision screening, establishing 3‑4 live roadside pilot centres, deploying mobile awareness units, and building a volunteer network drawn from colleges, NCC/NSS and community groups. Stage 2 introduces a Road Safety Digital Wellness Card linked to a secure, privacy‑by‑design platform and a network of strategically placed roadside kiosks that provide screening, multimodal driver‑state reset (physical, visual, cognitive‑autonomic), rest guidance, emergency connectivity and data capture. Stage 3 adds scientific research, advanced multimodal driver‑state monitoring (including optional EEG sub‑studies), development of a composite Driver‑State Index, academic curriculum integration, fleet‑level dashboards, and a data‑intelligence platform to inform policy. The proposal outlines governance (steering committee, scientific advisory group, implementation team, M&E unit), a detailed KPI framework, a safety principle that refreshment is not a substitute for sleep, and a roadmap for scaling the model beyond the pilot.
Topics
Holistic Human‑Factor Road‑Safety Vision
Positions driver psychobiological state as the fourth pillar of road safety alongside road, vehicle and environment, arguing that modern highways demand matched human‑factor awareness.
Three‑Stage Implementation Roadmap
Outlines the sequential progression: Stage 1 awareness & pilot, Stage 2 digital wellness infrastructure, Stage 3 research & system integration.
Stage 1: 18‑Month Awareness & Pilot Programme
Details the five streams – Wellness Kit distribution, basic screening, live roadside centres, mobile units, and volunteer network – targeting ~100,000 drivers across multiple transport sectors.
Stage 2: Digital Wellness Card & Roadside Kiosk Ecosystem
Introduces a secure NFC/QR card linked to a central platform, enabling driver check‑in, screening, reset, data logging and fleet‑level dashboards.
Data Architecture & Privacy‑by‑Design
Specifies encrypted central driver profiles, role‑based access, consent, retention policies, and separation of health data from employer data.
Stage 3: Research, Advanced Monitoring & Driver‑State Index
Plans multimodal data collection (physiological, visual, cognitive, psychobiological, journey context), optional EEG sub‑studies, and creation of a composite index for research purposes.
Governance and Multi‑Stakeholder Collaboration
Defines four governance layers (Steering Committee, Scientific Advisory Group, Implementation Team, M&E Unit) and lists partner roles (NATPAC, Kerala MVD, education, local bodies, healthcare).
Monitoring & Evaluation Framework with KPIs
Enumerates quantitative indicators (kits distributed, screenings, footfall, referrals, satisfaction, safety incidents) and outcome levels (reach, knowledge, driver‑state, system feasibility).
