The excerpt is a short multi-speaker segment (Speaker A and Speaker B) in which they discuss end-of-season kayak reminders and storage—noting a pop-up reminder, that kayaks should be out before Halloween, and the convenience of leaving boats at access sites instead of carrying them each time. The content appears to be an informational/tips segment about storing kayaks at season's end.

They're supposed to be out before Halloween. It's a nice— it's nice to have for the folks that— those of us that don't live on the water, rather than lugging your kayaks, your canoes, or paddleboards down to the water to our access sites each time, you can just leave them.
Well, let's not bury the lead.
