Your volleys pop up because your swing path is wrong, not your timing. Keep the racket vertical and above the ball, then brush down through it to create a slicing volley with bite. Practice off-court with wall drills and throwing exercises to build the feel.

You are wondering why your volleys are bouncing up or flying up from your racket. It's not to do with your timing, it's to do with your swing path and hitting the ball across like a tennis volley. What you want to do is bring that racket up so the racket is vertical in this position, you're nice and compact, and then you can actually brush down the ball. So you come above the height of the ball and you can brush down so that you get bite at the back of the court. Up, down. When I come above the ball and I can brush down through the racket, that's when I can create the real Velcro volley with loads of slice on that ball. If you want to get consistent and accurate with this shot, the best way to do that is to practice it off the court. So you can literally throw the ball for yourself, you can brush down that ball to create the slice, You can hit this into a wall, into a netting, either way to try and practice the brush on the ball. That's why we've created a library of videos you can do off the court at home to get better so that when you step on the court you don't have to think about it.
