Dan Novaes explains that the Federal Reserve’s Overnight Reverse Repurchase Facility (ONRRP) — described as a “secret parking garage for cash” — once held about $2.5 trillion at its late-2022 peak, an amount larger than Canada’s money supply. The facility’s purpose was to drain excess liquidity (mainly from money market funds) and to act as a floor for short-term interest rates. Novaes reports the ONRRP has recently emptied, arguing this removal of the excess-liquidity cushion (driven by government funding needs and quantitative tightening) raises the risk of banking liquidity shortages and a potential credit crunch as banks pull back lending.
