The speaker buys based on value, not price. They'll spend $5,000 on a jacket they love but skip anything they're unsure about. Otherwise they're frugal.

I've noticed you don't really shop with looking at the price tag. It depends. Like, there was one jacket there that was five grand. If I really, really like the jacket. Like, I'm talking, like, I love this jacket. This is the best jacket in the world. I would do that. But if there's any hesitation, I'm like, it's a really nice jacket, but I don't know if it's really worth that much money, then I'd say no. So it depends on, like, how much I like it. Like, I'll be the cheapest dude in the world on some things if I don't find any value, but I'll spend a bunch of money on something else if I think it's valuable.
