Find out what's keeping your people there. Start doing more of that. When you do exit interviews, make sure that you do exit interviews in a way that's actionable. Solve your retention problems first. If you do that, you probably won't need to hire as many people as you've been hiring, which means you're going to instantly cut your budget.
