Ryan Maloney walks through building an animatable character in Adobe Animate. He layers simple shapes over a sketch, bends them with the arrow tool, removes artifacts, and smooths outlines. Enable "close small gaps" when filling shapes so they're ready to animate.

When building characters in Adobe Animate, I use simple shapes and lines to fit over top of my sketch. This gives you a cleaner look and it's easier to animate. Once you have your shapes in place, you can just bend them with the arrow tool. It's not as fun as drawing the lines, but it's a little bit more accurate when you're building the character. You may need to go through and delete these little artifacts that show up. Just grab the arrow tool, select them, and delete them. You can smooth your shapes too. After that, grab the fill tool, start filling in your shapes. Sometimes you may find it doesn't fill, so make sure close small gaps is selected. And then you have yourself a character.
