In this 10th NEC4 webinar, Glenn Hyde (GMH Planning), Ben Walker (Gather) and David Allen (SECA Southern) explain how contractors can submit value‑engineering proposals under NEC4. They walk through the mechanics of Clause 16.1 proposals, the subsequent compensation‑event process, and how the value‑engineering percentage (default 50 %) modifies price reductions for Options A and B. For target‑cost contracts (Options C and D) they discuss share ranges and how savings are allocated in the ‘gain‑share pot’. The session also covers secondary option X21 for whole‑life‑cost improvements, its distinction from compensation events, and the need for X21 to be selected in the contract data. Design liability issues (X15) and the importance of documenting proposals (Clause 13.1, Clause 16.1) are highlighted, as are common pitfalls such as misusing Clause 21 design‑submission acceptance. Throughout, the presenters stress the need for clear contract data, balanced incentives, and early collaboration to encourage contractor‑led innovation while protecting both parties’ interests.
