Paul Atkins' SEC proposal includes a startup exemption for crypto companies to raise up to $5 million without full registration, plus a two-tier fundraising structure allowing up to $75 million. The rules also create a safe harbor for certain crypto assets and establish federal preemption over state regulations, marking what Robinhood CEO Vlad Tenev calls the beginning of a tokenization era.

Well, crypto is ripping right now. So what is going on? The White House is hosting a crypto summit, but the real story is Mr. Paul Atkins from the SEC just dropped a huge proposal that provides tons of clarity for crypto. They've essentially said whether the Clarity Act goes through or not, they're going to have clarity inside of the SEC. So this is regulation on crypto assets. And I actually dove in and read a lot of this so you don't have to. A few things they've done is this, the startup exemption. So if you're a startup, you can raise up to $5 million for 4 years without having to use all these different SEC terms and other things. You can actually be exempt and have relief from the Securities Act. They also added a fundraising exemption. If you're a crypto company or raising money, you can use essentially Regulation A but for crypto. So there's a 2-tier, Tier 1 and Tier 2. Tier 1, you can raise up to $20 million of covered investment contracts in a 12-month period, or Tier 2 would be up to $75 million of contract value here. They're also giving safe harbor from the technical term investment contract in deems of crypto. And then also, they're preempting state regulations. So they're saying, hey, we're— this is a trump card over states. They're not gonna go and make you do different things in different states. I mean, huge kudos to Mr. Paul Atkins for doing this. This is massive for crypto. You dovetail this with all the leaders meeting at the White House today, and also, I love this from CEO Vlad from Robinhood saying, we are at the, quote, beginning of the tokenization The SEC doing this is one of the first steps in this direction. Now we're still way off all-time highs here, but hey, it's a good step in the right direction.
