Today's guest is Vicki Selva, director of the Detroit Regional Defense Coalition, where three competing counties now collaborate on $6 billion in defense work. We explore how strategic partnerships generate momentum beyond individual effort by showing value beats proving expertise and the leadership power of.

This is hardcore and at ease. Here's the question worth asking. Does your leadership generate momentum or does it create dependency? I see this pattern constantly with ambitious leaders. We've got the vision. We know where excellence needs to be. We can see these opportunities that everyone else just seems to miss. And we're exhausted from feeling like we're the only one who actually cares enough to make it happen. The instinctive response is, is to work harder, to be more visible, to touch everything personally make ourselves indispensable. And that approach does get results. But here's what it doesn't do. It doesn't multiply. We hit a ceiling where our personal capacity becomes the limiting factor for everything that teams could accomplish. Real momentum, the kind where teams actually step up, where partners want to work with us, where excellence spreads instead of just staying bottlenec through us. Well, that requires something completely different. It requires understanding something that feels odd. We don't generate momentum by having all the answers. We generate momentum by creating alignment between what we need and what others need. It's a hard thing for somebody like me who tends to lean into this Harry Potter, Hermione Granger, know it all type of background. You know, it's not about us having all the answers. You see, when what we need and what others need become the same thing, movement becomes natural. Today's guest has spent over a decade proving this principle at regional scale. She's building an entire ecosystem, not by controlling everything, but by becoming what she calls an extension of businesses. By making their success and the region's success identical. What you're about to hear is the lived proof of why generate momentum works the way that it does. Because this is where individual excellence transforms into collaborative force multiplication. And why accomplished leaders who admit I don't know actually create more sustainable excellence than those who pretend to have every answer. So whether you're leading three people coordinating three counties, the underlying mechanics are the same. Pay attention today to the pattern, not just the stories, because understanding why this works will benefit you in improving your leadership skills. Let's talk with Vicki Selva.

Six months ago, you stepped into the executive director role for the Detroit Regional Defense Coalition. This partnership is bringing together Macomb, Oakland and Wayne counties and the city of Detroit regional economic development leaders. So we have a lot of listeners and newsletter readers that might have heard about the coalition but don't fully understand what it does. Would you please explain to us what the coalition is and why it was formed?

Yeah, I'm happy to. And thanks for inviting me on, Shelley. I look forward to this conversation. And it's good to see you. I haven't seen you in a. In a year or so, so it's good to see you. Yeah. So this was an incredible and exciting opportunity for regional defense leaders, economic development leaders, regional governments to come together and agree to commit and invest in the defense industry, defense and aerospace industry, which, you know, there is more and more regionalism, but certainly it's. It's something that we can always get behind, supporting more opportunities to work with our partners across, across 8 mile and across to Quinder. And so, yeah, when they came to me and proposed what they were working on, I thought it was a great opportunity to support that and to build on some of the things I've been working on for years and grow this region in the industry and in the community. And so, yeah, it's been about six months. It's gone fast, actually.

I can imagine. What's so interesting here is that the region has always had defense assets, and you, as a leader in the economic field over here in Michigan, have always played a part in it. So I'm interested from your point of view, Vicki, what has changed recently that has really made creating this type of formal coalition necessary?

I don't know if it's so recent, Shelley. It's really something that some of us have been working on for over a decade. Recognition of the industry, recognition of the potential to grow the industry and to bring the stakeholders together to make a more concerted effort. We used to talk about rowing in the same direction and how important that is, regions around the country that have recognized this potential more easily and more quickly. Think in Alabama and Virginia and some of those places learn very quickly that you really get farther. The more stakeholders you put together, the more people, you know, work together in the same way. And so I would say this is at least decades old effort to bring the National Defense Industrial association and Women in Defense and the association of US army together with industry and together with government leaders and federal assets here in the region. And, and I think that's starting to pay off. I think that's what's going on. Everybody started to row in the same direction together and it's taken a while, but it's certainly worth the effort and it's certainly going to pay off dividends in the future.

It does take a while, you know, because this boat, this ship that we're sailing is very, very large. You know, it's the Queen's Navy, essentially. Now, Vicki Rowinski with Macomb County Economic Development, she cited to us that 75% of Michigan's defense procurement happens in southeast Michigan. So my question would be about the coalition. How is this coalition helping businesses tap into the 4.063 billion in the Department of Defense contracts?

Yeah, so about the last couple of years, the contracts to the state of Michigan have run pretty steady. I want to say it's almost $6 billion to the state of Michigan. And so over four and a half of that, almost five is coming right directly into this region. And so there's already an incredible basis to grow on. What the coalition will strive to do is to bring more opportunities into the region. Working with the state. I know you had John Gutierrez, my colleague at the Office of Defense and Aerospace Innovation. So at the state level, some of the cities, the city of Warren and the city of Sterling Heights are standing up an organization called the Arsenal alliance. And they're going to focus on city level growth. And so, and so this will be a puzzle piece that our organization will help put together. So larger opportunities. There are efforts now for an AI hub in the region that will be cross industry, but certainly will be an asset to defense. The Office of Defense and Aerospace Innovation is looking to do skiffs to add some extra skiffs to the state. Those are larger efforts that we can be a part of, add our support, be a force multiplier for and from our level, our regional level, we'll also be able to work more individually with companies than the state might be able to do. And part of the mission, part of our strategic plan is going to be to help lower some of those barriers of entry for small, medium sized companies. Right now I think there's close to 400 companies in this, in this region that are currently doing defense work. There are certainly a thousand others that have the capabilities, maybe haven't been convinced that that's a pathway for them or just don't know where to start. And so there are certainly organizations that are already on the ground to help them. Apex is one of them. The counties have support. So we can help pull all that together and introduce the individual companies to those organizations and resources, plug them some of the state programs that are there and, and really help these companies see a, a way to diversify their portfolio into defense and aerospace. It's really a good fit for most of the companies here in this region, especially those that are doing automotive, the engineering, the product, whether it's wire harnesses or technology. A lot of that crosses the industries. And so now's a good time to diversify their portfolios and we can help them put that together.

I want to stick on this for a little bit because this is specifically about what the coalition means for local businesses. So it kind of sounds like if I would to put myself in the shoe, if I were to put myself in the shoes of being Macomb county business with 20 to 50 employees, the Detroit Regional Defense Coalition would be helping me with those simple steps of how to move forward. And you've already identified advocacy as a major gap between a county like Macomb county and the global playing field, if you will, possibly not having as strong of a voice in Lansing or D.C. on their own as they could collectively. How does the coalition address that?

So the coalition is, is becoming a 501C6. So we're a membership based, nonprofit organization and this will allow us to help educate and advocate both on the state level and the national level. As to the industry that's here, we can certainly become a voice for the supply chain, which is something that really hasn't been happening here. The state and the governments have, you know, they have their advocacy and their way of doing things, but then there's a limitation on what they can do to really influence policy and promote the industry. The supply chain that's here. We Talked about those 400 companies here in this region. That's a lot of companies and that's a lot of people. There's, I think there's 7,000 employees representing in those companies and, and so what's their voice to Washington or to Lansing? Most of the organizations here are 501c3s. And for people that aren't, you know, well versed in nonprofit, that just means that there are limitations on the kind of advocacy that they can do. We will not have those same limitations because of the nature of the nonprofit. So that's one way that we can do it in another way. Again, it's about keeping stakeholders together, keeping everybody connected. You know, what's this, what's this person over in Oakland County? What's this company doing that, that could maybe be a partner to the company down in Wayne county, and they don't know each other and, and, and you know, how can we bring them together and, and you know, create growth in our own ecosystem? And then there's the attraction piece. We have the counties that do their own attraction and economic development speak that's bringing companies into the region to relocate here in Michigan. The counties do it. The Detroit Regional Partnership, which is one of our partners, are designed to identify and to assist national and international companies to come into this region. We are another piece of that specific to Defense and Arrow Aerospace. So while theirs is more general, they're looking at automotive and they're looking at technology and that kind of thing. We can come in with some expertise on the defense and aerospace assets that are here in the region, which is something that any company that does that kind of work needs to know when they're looking at where to relocate. So whether those are other small companies or they're, they're large OEMs, you know, that, that are looking to relocate somewhere. Michigan's great place to do it. And we're just one more big resource to assist in that. A puzzle piece. We're putting together a, a well rounded puzzle here in Michigan, Southeast Michigan, and.

Each of us are those pieces. And you mentioned that the coalition is becoming membership driven. What does membership look like? And you know, what do the members get by raising their hands and saying, vicki, I'm on board.

Yeah. So we're in our very early stages. As I said, we just launched six months ago. And so we are working out some of those details. But there will be multi layers of memberships, both at the higher level for OEMs, governments and, and so forth. And then down into the supply chain, there'll be opportunities for them to join as well. Because it's important, particularly when we talk about advocacy or growing the economy, talking to companies about why they should be here in Michigan. It's important that everyone is on the same page and this is a way to do that. So we'll have tiered Memberships and anybody can visit our website@thedrdc.org and the Detroit Regional Defense Coalition. But you have to put the in front of it. So the drdc.org and as those opportunities come online, they'll be online. They'll be on our website. And so I hope anybody that's interested, I'll keep track of that. And you can still go to that website now. You'll see the specs for the region and some basic information about the organization and the region. And you can contact me through the website and we'll reach back out and keep you posted.

This sounds like the great equalizer of all the partners and the pieces that it takes to move the defense industry forward. Vicki, you. You personally walked into this role with deep experience. You came from Senator Levin's office, leading the Michigan Defense Office, NDIA board service. You even launched Oakland Thrive.

And I'm old, is that what you're saying? I've been around a lot. I've been around a long saying that.

Your background means that you have understood the defense landscape way back from day one. But understanding the landscape and actually getting the counties and these entities to work together, those are different challenges.

What is your approach to being able.

To build this regional partnership?

I have been around a long time and of course, knowing the players is a giant step forward. There's a shorter learning curve for me, but. But it's about showing value. You know, all the partners want to work together. They've signed an MOU on this. They know that to grow this, they have to work together. They're working together in other ways now. I think this region has come a long way in the last 10, 15 years towards more collaboration. And so this is yet another example of that. And so. So I've got willing partners and they see the potential. And so my strategy is to show them the value by bringing people to the table and helping. I mean, of course Macomb knows the game. They've been the home of defense for years. As Mark Hackle likes to say, it's the Midwest defense capital of the world or something. I don't. But that team has certainly been behind the support of defense for many years. Oakland county has great assets. They have leaned very heavily into advanced manufacturing, which is certainly where the Department of Defense is heading when it comes to being able to develop, prototype and produce parts quickly and in some cases in theater. And so their work in Project diamond and advanced manufacturing certainly has great potential for. To grow for the defense industry. Wayne county has. We've identified hundreds of companies in Wayne county that have the ability and the capabilities of doing defense work. And so there's potential to grow there in just getting to those companies and showing them the value, bringing them into the fold, if you will, inviting them to MDACs and to a lot of the opportunities that we have here regionally and just. And just doing more. More on the ground work in. In Wayne county, in the city of Detroit. And. And then the city of Detroit has certainly been attractive lately to larger companies that are looking to grow. There's major drone production companies that. There's one in particular that has just headquartered here in. In Detroit on the riverfront. There's another large cyber security company that does defense work that's locating in Detro. And so there's a sense of gravity, a sense of torque that is building with the city as well. And so that's very exciting. So, you know, it's about showing the value and partnering and creating the opportunities.

I want to lean a little bit into your leadership style and the leadership skills that you've developed, because when I think of all of the important positions and people involved in these entities, that's a lot of ego.

How.

How do you balance advocating for the entire region while also respecting that Macomb, Oakland and Wayne, they each have their own priorities and ways that they do things.

So. So it's a little easier in that it's a specific industry and being able to show expertise and have connections into that industry, I think, is a little bit different than if you just, you know, walk into the counties and say, I'm an expert. Economic development in all industries and I'm here to help you there. There is a recognition of the potential and the value, but there's also an understanding that it's kind of a new world to most of the regional organizations and governments that are not embedded in defense and aerospace. It's kind of a different language. There's a different hierarchy in defense. There's. There's a difference between a tier one defense and a tier one Automotive, you know, so. So there's a recognition that. That it's helpful to have people who speak that language doing that work for you. And so that's the approach I take, that there's value here. And, and let us. Let me. Let us show you how we can start to capitalize on that, on that potential and on those opportunities. And. And I'm on the board of the ndia, as you said. I. I've got deep relationships and friendships and to women in defense and ausa, both nationally and Locally. And so those are associations that other industries never even heard of. And meanwhile you have MDEX that brings in 3,000 people in a couple of days here into Michigan. And when I've taken non defense people to shows like that or to GV sets, their mind is just blown. Like, who are all these people and where did this come from? And it's all going on here. It's just kind of under the waves. And so I think revealing that and showing, showing companies that there are organizations out here to help you. This isn't Mars, you know, I think, I think we'll, we'll go a long way to, to helping people make that connection and then, and then diversify those portfolios. You know, I, you're right. I've been around a long time and, and way back in the 2008 era, and this sticks with me. I remember companies coming to the Senate office and saying, how do I get into defense? I need to make payroll next month. Okay, so that's not going to work. But the companies who diversify when times are okay or when times are good and, and kind of stretch out that portfolio aren't as, as stuck in the whims of whatever industry they're in. And so I often preach or advise that now is the time to look at the possibilities for your company to do federal contracting or state contracting, and don't wait until there's a downturn in whatever industry you're in, because it takes a while and it's not easy, but it's steady and it's good money, it's good income for your company and, and exciting. And it has a purpose. And that's, that's another piece to the defense industry that people don't always talk about. But there's another purpose to it than just making money. And that's the part that draws me to, to this industry.

And I want to go there with you because that is so deeply intense and wonderful. And I am encouraged hearing you say that now is the great time to get into defense contract work. Because, Vicki, I stood with you in Velocity when you were speaking to a group in what used to be mdex and I, not mdex. What was it when you were over in that same building, the Michigan Defense Center. That's right. And you were giving us a briefing and I was sitting in the audience and you were saying that exact same thing. Now is the best time to get into this work. And so it's encouraging to know that that is still the message two years later.

Yeah, it's still a Good time. You know, like I said, if you wait until, till there's a downturn, then you're hustling. In this case, the economy, the automotive industry is, is steady enough that you have time to, you know, to work in some other things and to learn and to look at the other opportunities and options. And, and I'm just saying defense and aerospace is one of those, one of those options. So now you know that I'm consistent over the years anyway. But it's true.

You mentioned mdex, which is a huge event. Let's talk about anything that the coalition might have planned or that you've got your eyes on. Are there any events coming up that businesses can directly engage with you and your team?

Yeah, we're working on that. We're probably looking at doing some kind of conferencing. Oakland County. I had actually been doing Oakland County's defense conference for a couple of years for them in the other role I was in at Thrive. And we're looking at reviving that November, this next November. And, and the last one we did was really focused on defense opportunities that not everybody looks at and that's with, with the different federal labs and federal agencies that, that fe. The defense industry, the Department of Defense. So, so we may, we may do something like that. We're looking at something like that November. We will certainly want to do some, a series of smaller conferences or matchmaking type activities as we, I go through and identify the companies that are not currently doing defense work but can. And we'll be reaching out to them and bringing them in, offering them the opportunity to come in and do some more conferencing or briefings, meet, meet some of the buyers kind of thing. And so we're working on a schedule to do that for 2026 and 2027 right now.

That's great. And it sounds like this particular group of people you're right, you leaned into is business. And we are talking money and funding, but we're also talking about the defense of our nation. There's a deeper level of patriotism and just a thread of caring that exists in here. Vicki, your entire professional career has been through this thread. Can you share with me what is it that makes Vicki Selva so hardcore? What is it that drives you inside or outside of this industry to just.

Go up every day and just get after it?

You had mentioned I was with the Senate office for Senator Levin for a decade, 10 years, and, and in that capacity you work on a lot of projects, a lot of different portfolios. Defense. Defense was A main one for me. But you work with all kinds of education and, and banking and all kinds of industries. And so when I was leaving the Senate office, you have to make a decision, you know, who you want to work with in the future and who do you want to take that experience that you've gotten over the years too. And, and I sat down with some of my, some of my friends at the army that I had, I had made over the years, and they said, you got to come to defense. And, and it struck me that defense was the industry that a lot of the employees had put their life on the line. It really affected people on a very personal level. There are a lot of veterans that work in the defense industry, and with good reason. There are people whose lives were saved because of the products, the services, the vehicles that, that are worked on and made here. And, and it's a, it's a mission and not just a job. And I didn't personally serve, but I appreciate those who have and I appreciate that extra mission that goes along in this industry to keep our men and women safe, to keep our nation safe and secure. And I don't care if you're making, you know, a lug nut that goes on a, on a military vehicle, that lug nut better be. Be good and it better be secure because, because somebody's life. I mean, I guess you could say that about vehicles too, but, but the point is that it's, you know, it really is a way of serving. So if you're a company that's doing defense work, I feel like, like you've got that extra reason to get up and go to work every day. And it's not just about the bottom line. It really is about serving the nation in, in some small ways way.

Serving the nation's defense. That's what makes Vicki Selva so hardcore.

Yeah, that's right. Well, it's, it's just my little way of. I just think it's important and I think. And I appreciate the people who depend on it and, and I really appreciate the sack. Everybody says the sacrifice and, but it is, you know, I mean, you give up, you give up years of your life and, and with the potential of putting yourself and your family in danger and, and that's really. It' do. But I really appreciate those that do. And, you know, how do we support that? And the industry supports it.

On behalf of the veteran community, it is very, very good to hear that being said from civilian industry. It is phenomenally impactful when we hear those words said to us Outside of our chain of command, outside of somebody who we feel like is just saying it reactively, you know, thanks for your service at the gas station. But to hear it come from a high level civilian executive in the defense industry, Vicki, that means a lot. So thank you.

It's important, and it's important to make sure that when, after you've given your, your time and your energy and service, that you have a job to come back to too. And so that's another piece of how this industry serves, you know, serves the nation there. I forget what the numbers were. I want to say General Dynamics at one point said something like 50 or 60% of the employees were veterans or something. You know, I mean, it's really a great place for veterans to land. Michigan's a great place for veterans to land. And, and employing veterans is, is a whole other mission. But.

Absolutely. And you can take that one step further and say what you're doing is preserving the American dream of entrepreneurship for veterans also, because working in the defense industry, you know, you're not just taking these big, massive, established companies and bringing them into mission. You're giving the entrepreneurs the genuine opportunity to step up and step forward in the defense landscape.

That's right. The supply chain is so important here in Michigan, and there's so many opportunities for, and I know of them, you know, there are so many veteran entrepreneurs that are, that are, they know this stuff, they lived it, they use that, you know, that machinery or they, they use that product and they know what's missing. And so there's, there's all kinds of opportunities like that. Absolutely.

Well, Vicki Selva, you're a busy lady. You're coordinating county executives, business leaders, military installation commanders. You're talking with the chambers, the industry associations. These are all very strong, powerful leaders with their own priorities. How does Vicki Selva maintain this sense of self as she moves through all of these different conversations? How do you stay at ease while managing the complexity that is your life?

Oh, well, that's heavy. I don't know, I never really thought of it. You know, you just, you give what you have to give and, and if I, if you don't know, know the answers or what comes next, then you go find it out. But I don't know, never really thought about it on a personal level. It's just what you do.

It's great to hear that because there's a lot of people that would be in a conversation not have the answer and walk away feeling like they personally failed. But you're telling me that you don't have to have that reaction.

I don't know everything, but I know I know where I can find it out. And that's, that's I think should be ingredient for anyone. It's not shameful to say you don't know or I've never experienced that or but I'll find out and you know and then you use your resources or your experience to find out and you know that's just the way you have to live your life. Nobody knows everything. I met quite a few people that thought they did did but they don't.

Well, you're teaching us an incredibly powerful tool to how to stay at ease, give yourself that grace and permission to not know everything.

Yeah, that's, that's the reality of life.

Well, we've talked about the coalition at length and why it matters for our listeners and our readers that want to get more involved. At the this point you mentioned that they should be staying up to date on the website. Can you give us that information one more time?

Yes, it's the drdc.org the Detroit Regional Defense Coalition drdc.org and we will be updating that website very soon. I'm hoping to put a community calendar on there so that there's one universal place to see where the opportunities are, where the conferences are and the things that the, that the community needs to know and just be a community resource for the industry. My message to your listeners is if you're not already participating and, and visiting and, and going to the events that are happening here in, in the region, particularly in Southeast Michigan, although we have them throughout the state, please do. The National Defense industrial association. The ndia-mi.org is a great local organization about the biggest and most active chapter in the entire nation. We punch above our weight puts on the Ground Vehicle System GV GV sets Ground Vehicle System Engineering and Technology Symposium in August. You have to learn your abbreviations if you want to do defense work.

You absolutely do.

MDEX the Michigan Defense Exposition is going to be partnered with AUVSI which is Autonomous and Uncrewed Vehicles Conference. That is a national conference that's coming to Detroit this spring in May. And then the Michigan Defense Exposition is partnering with them. So you go down to Huntington and you'll be able to, to. To see both shows at the same time. And the NDIA has Women in Defense. I think it's wid dash MI and, and they have great opportunities and get togethers and forums as well. And so there are all these places that you can meet people and learn More about the industry, learn more about how to find contracts and opportunities. And it's just a great group of people too. Everybody kind of.

It's.

So I'm going to be at the wid, the Women in Defense gala that's coming up. Are you going to be there next week, Vicki?

Of course. Absolutely.

I love it. And it's proof that you have the opportunity to really grow relationships in so many different facets. You can wear a suit in a boardroom or you can put on a fancy gown or a tux and come join us at the gala.

That's right. Or you can wear your jeans and go to a meeting. So it's. You're right. This community and it's different. I understand from my national family friends that Michigan's defense community is very different than other places. Very supportive and very encouraging. And you do you create these relationships and friendships that can go on for years both in business and, and personally. And so I highly recommend it. It's a, it's a great place to be.

Vicki's results are not accidental. Over a decade of relationship building, $6 billion in regional defense contracts, a coalition bringing together historically competing counties. Those things are proof of a systematic application of principles that transfer to your leadership regardless of scale. You might not be coordinating county executives, but you are trying, my ambitious friend, to generate momentum, to follow your calling and live out your passion as a leader. And the same principles apply to you. So as we wrap up here, let's review three things Vicki showed us about how generate momentum actually works. First, momentum requires lowering the transaction costs of collaboration. When Vicki said that they become an extension of businesses, she's literally reducing the friction of doing business in her region. Counties don't have to figure out Michigan alone. The path is clear. The connections are obvious. The resources are pre mapped. Why does this work? Because every time someone has to figure out something from scratch, that momentum stops. But when collaboration becomes easier than going solo, then that Movement becomes natural. Second, strategic partnerships align success. They don't compromise it. Macomb, Oakland and Wayne counties aren't sacrificing their interests. They're recognizing that what serves the regional ecosystem serves each of them exponentially more than just competing for scraps. When you design systems where everyone's success is interconnected, then you don't have to manufacture, buy in. People show up because it does serve them. And the third takeaway today, sustainable excellence, comes from admitting what you don't know. Vicki sits on the NDIA board. She directs a multi county coalition, and she said without hesitation, I don't know everything, but I know where I can find it out. That is not weakness. That is the difference between leaders who burn out and leaders who build systems that outlast even them. When you admit that you don't know and you go find the answer, you model resourcefulness. You give your team permission to do the same, and suddenly you're not the only one solving problems. So here's what to do. This Map your ecosystem. Who are you treating as competitors that could be collaborators? Audit the friction. Where does collaboration feel harder than it should? Practice saying, I don't know, but I'll find out. Watch what happens when you model resourcefulness instead of omniscience.

If you're thinking about how to apply these generate momentum principles in your specific.
