Construction project letters should be factual records for future judges or mediators, not emotional appeals to the other party. Include clear contract references, what happened, and your position in plain, repeatable language.

Here's what you need to do if you're going to write a contractual letter on a construction project. What you need to think about is that the letter that you're writing to them is not a transfer of how you feel about something, it's a transfer of information. And really, you're not writing it for that person, you're writing it for a mediator, adjudicator, a judge down the line to look at it and easily understand the situation. So when you look at it from that perspective, just put in, hey, we signed the contract, here's here are the things that happen contractually, here's where we stand, and it's black and white. The more you can repeat that and talk to an adjudicator, a mediator, a judge, whoever's going to be looking at this in the future, then you're going to write much, much better letters. Don't write it to them, write it to those guys, and you'll have a much better result.
