Leaders can't just add reskilling training to overloaded teams. The immediate manager must first eliminate existing work to make space for learning, then have people learn by doing new responsibilities instead of piling on more tasks.
Hard truth is, if leaders don't remove work, reskilling is just a slogan. Every successful reskilling program I have started, I've seen started by stopping something first. So it's not about who owns it. It has to be the immediate manager who has the team, or immediate team leader. He is responsible for his team's talent, and he's responsible for the the basket of talents in his own team. He should be the one who should initiate how the teams get reskilled, not on top of already overloaded things. He should stop first, ask them to learn by doing some things.
