What does T&M really mean? T&M probably came from government or engineering or construction, time and materials. Basically, people might ask you, bill me or quote me T&M. Basically, your hours are in one bucket and then you have third-party costs, licenses, other people's time, or maybe tools or software. All of that will be in addition to your hours. So that's what T&M is.
